BBC20:40 BBC Niger says it does not have the means to close its border with Libya to prevent Gaddafi from fleeing south. He said Gaddafi loyalists who have arrived in Niger’s capital, Niamey, would be free to stay or move on. He said Gaddafi has not asked to cross the border.
